NOTICE OF PROPOSED DEVELOPMENT BY A LOCAL AUTHORITY

 

Abbey Creative Quarter

Riverside Garden Project

 

In accordance with Part 8, Article 81, of the above regulations, Kilkenny County Council hereby gives notice of its intention to develop a Riverside Garden/Linear Park along the western bank of the River Nore in the townland of

Gardens, Kilkenny, from Bateman Quay, through the former Smithwicks Brewery Site to Greens Bridge. 

 

The proposed development will include :

 

  • Removal of the existing concrete slab.
  • Raising of the existing ground levels.
  • Provision of a 3m wide shared pedestrian / cycle way, that will meander through the Garden.
  • Retention and reinforcement of the existing riparian planting along the river bank,
  • Removal of the existing non-native Poplar Trees along the top of the River Bank.
  • Provision of new trees (native species)
  • Provision of paved pocket spaces.
  • Provision of ornamental planted areas and grassed lawns.
  • Provision of seating areas.
  • Provision of walkway lighting.
  • Installation of various elements of brewing equipment as features to reflect the past history

of the site.

  • Entrance ‘Gateway’ Structure in the area adjoining Bateman Quay. 
  • Retention of the existing boat slip.
  • Provision of a Skate Park area.
  • Archaeological excavation of areas where historic mapping has indicated the potential for buried structures.  Any newly revealed archaeological features will be appropriately displayed.
  • Provision of a temporary walkway through the area around St Francis Abbey and the City Walls/Evans Turrett,  pending future archaeological excavations.

 

The proposed Riverside Garden is located within the City Centre Architectural Conservation Area as set out in the Kilkenny City & Environs Development Plan 2014-2020.  It is also located within a zone of Archaeological Potential (KK019-026 ‘City’).  The site is in close proximity to St Francis Abbey, Evans Turrett and the City Walls, which are  National Monuments.  There are a number of protected structures located within the site, namely the Woolen Mills and the Pleasure House (Tea House) and the site adjoins Greens Bridge, also a protected structure.

 

The project site is located adjacent to the River Nore and the River Breagagh, which are designated as part of the River Barrow and River Nore Special Area of Conservation (SAC) (Site Code: 002162) and River Nore Special Protection Area (SPA) (Site Code: 004233). 

 

Plans and particulars of the proposed development, including an Appropriate Assessment Screening Report, will be available for inspection or purchase for a fee not exceeding the reasonable cost of making a copy during office hours from Friday 20th Nov. 2015 to Friday 15th Jan. 2016, at the following Kilkenny County Council offices:

 

Planning Dept., Kilkenny County Council, County Buildings, John St., Kilkenny City

from 9am to 1pm & 2pm to 4.00pm Monday to Friday (Except Public Holidays)

 

Carnegie Library, Johns Quay, Kilkenny

from 10am to 1pm and 2pm to 8pm Tuesdays and Wednesdays, 10am to 1pm and 2pm to 5pm Thursdays and Fridays, and 10am to 1:30pm Saturdays (except Bank Holiday weekends).
