Draft County Kilkenny Special Speed Limit (Amendment) Bye-Laws 2025

 

Kilkenny County Council in exercise of the powers conferred on it by Section 9 of the Road Traffic Act, 2004 (No. 44 of 2004), as amended, hereby gives notice of its intention to make an amendment to the Special Speed Limit Bye-Laws for County Kilkenny. The amendment shall be in respect of the N25 National Primary road within the administrative area of County Kilkenny following a review of speed limits in accordance with the “Guidelines for Setting and Managing Speed Limits in Ireland” issued by the Department of Transport, Tourism and Sport (March 2015, as amended). 

The draft Special Speed Limit amendment proposes the implementation of the speed limit reduction from 100km/h to 80km/h on a section of the N25, from 40m north of Luffany Roundabout to a point 500m north of the junction of the N25 and the L7522.

Please note that a separate speed limit review to include Urban Speed Limits and some Regional Roads will be carried out at a later date and these are not included or the subject of this draft.

The draft Special Speed Limit Bye-Laws amendment together with associated maps are available for inspection at Kilkenny County Council Offices during public opening hours from Wednesday, 23rd July, 2025 to Thursday, 04th September, 2025 inclusive at the following locations:

  1. County Hall, John Street, Kilkenny, R95 A39T
  2. Municipal District of Piltown Area Office, Ferrybank Shopping Centre, Ferrybank, Waterford X91 DE42

Making a Submission or Observation

Written submissions or observations regarding the Draft Special Speed Limit Bye-Laws amendment may be made in one of three ways:

Submissions or observations must be made in writing no later than 4.00pm on Thursday 04th September 2025. Late submissions will not be accepted.
