Kilkenny City and Environs Heavy Commercial Vehicles Management Plan Amendment
Municipal District of Kilkenny City

Pursuant to the provisions of Section 38 of the Road Traffic Act, 1994 as amended by the Public Transport Regulation Act, 2009 (Section 46), Kilkenny County Council gives notice of its intention to amend Phase 2 of the Kilkenny City and Environs Management Plan for Heavy Commercial Vehicles to take account of infrastructural improvements.

In 2018, Kilkenny County Council introduced Phase 2 of the Kilkenny City and Environs Management Plan for Heavy Commercial Vehicles. 

Phase 2 of the Management Plan covers the period following the completion of the Central Access Scheme Bridge (St. Francis Bridge) and prior to completion of the Northern Ring Road Extension. 

Phase 2 provides for the following:

  • Designation of a number of routes in the City and Environs as suitable for use by Heavy Commercial Vehicles (HCVs);
  • Continuation of Gross Vehicle Weight Restrictions and prohibition on use by HCVs on Newpark Drive, Lovers Lane, Ballybough Street, Dominic Street/Stephen Street, O’Loughlin Road, Hebron Road and Bateman Quay (part of);
  • Time Restrictions on the delivery of goods by large HCVs in the Core Retail Area (Delivery only between 6.00 p.m. to 8.00 a.m.);
  • Extension of the existing 3.5 tonnes time and weight restriction for delivery vehicles from High Street to other streets in the City Centre. (No deliveries by vehicles in excess of 3.5 tonnes G.V.W. between 11.00 a.m. – 6.00 p.m.);
  • Designation of a route for Tourist Buses wishing to park on Castle Rd.;
  • Signage and Measures for Prevention and Enforcement;
  • Introduction of a one-way system for Heavy Commercial Vehicles using the New Central Access Scheme Bridge and Dean Street (East to West) and Greens Bridge (West to East);
  • Continuation of one-way system on Kennyswell Rd (West to East);
  • Introduction of a one-way system for HCVs on the Freshford Rd (southwards from its junction with the Granges Road).

Proposed Amendments to Phase 2

A review of signage is underway to enhance the efficacy and provide for improved enforcement of the HCV Management Plan. As part of the review, the following changes are proposed to take account of infrastructural changes since Phase 2 of the Plan was introduced.

  1. Provide two-way designated route for Heavy Commercial Vehicles using the Old Mart Road, St. Francis Bridge, Dean Street and Butts Green. 
    • This measure avails of road improvements on Dean Street that provided improvements for vehicle and pedestrian movements that can better accommodate two-way HCV flow. 
    • The impact of this amendment will reduce HCV movements on Grange Road, where primary and secondary schools are located, Freshford Road and Greens Bridge, which has far less capacity for two-way HCV movements compared with St. Francis Bridge, delivered as part of the Central Access Scheme.
    • It also provides a shorter route from Lord Edward Street to the Castlecomer Road, reducing congestion, emissions and HCV travel times.
    • The measure will improve the efficiency and safety of the road network in the City.
  2. Designate William Roberston Way as a new two-way HCV route between the Callan Road and the Inner Relief Road. 
    • The recent completion of this road provides safer and shorter access between the N76 Callan Road and the Inner Relief Road. 
    • It avoids the R909 Callan Road and Circular Road, which have a high number of direct accesses and no segregation between footpaths and carriageway. 
    • This will reduce emissions and HCV travel times and avoids impacts on residences on Circular Road;
    • This measure will improve the efficiency and safety of the road network in the City.
  3. Introduce Gross Vehicle Weight Restrictions and prohibition on use by HCVs on Circular Road. 
    • By rerouting HCVs to William Robertson Way, these measures will preclude HCVs from Circular Road, reducing vehicle numbers and the associated emissions on this road.
    • This measure will enhance safety and lower environmental impacts along this road.
  4. Two-way restricted HCV access on College Road and Old Callan Road is extended from Circular Road to the Ring Road to replace the two-way unrestricted HCV route. 
    • This measure establishes a restriction on HCV access to the Old Callan Road and College Road from the Ring Road to provide consistency with the restrictions already in place on the Old Callan Road and on College Road.
