Notice of proposed development by a Local Authority

Section 179 of the Planning and Development Act 2000 - as amended

Part 8 of the Planning and Development Regulations 2001 - as amended

 

South East Greenway - Southern Connectivity Link - Slieverue to Kilmurry Lane

In accordance with the provisions of Part XI of the Planning & Development Act 2000, as amended, and Part 8, Article 81, of Planning and Development Regulations 2001, as amended Kilkenny County Council as lead authority hereby gives notice of proposals pertaining to the following development:

This project involves the development of a pedestrian and cycle corridor, circa. 2.1km in length, connecting Slieverue village from the new village park to the South East Greenway where it intersects with Kilmurry lane. In the main, this connectivity link will form part of a shared surface along the local road network with the exception of off-road infrastructure sections within the village core. To accommodate the proposed shared surface and to ensure same provides a safe, attractive and convenient experience for users and residents a series of interventions are proposed, which include:

 

Greenway to Hartley Cross via Kilmurry Lane (Local Secondary Road L7477)

  • Introduction of reduced speed limits. While it is acknowledged that the national speed limit on the local road network will be reduced from 80kph to 60kph later this year, it is proposed that a speed limit of 30kph will be introduced on roads that are delineated as a shared surface, (It is noted the changing of the said speed limits will be subject of a separate statutory process);
  • The proposals also include the introduction of speed reduction ramps and associated signage and roadmarking;
  • The installation of energy efficient public lighting along the entire route. The provision of same will extend from the public lighting installed along the greenway from Ferrybank to Kilmurry lane, thus providing a fully illuminated corridor from Waterford city to Slieverue village;
  • The introduction of an all-stop junction control regime at the L7477/L7478 Junction;
  • Localised road widening to improve visibility;
  • The construction of a section of off-road cycling/walking pathway to connect the Kilmurry lane to the greenway where it intersects the L7477;
  • Fencing and landscaping;
  • Installation of road marking and signage;
  • Repair and upgrade of existing drainage;
  • Accommodation works;
  • All other associated works.

 

 

 

 

Hartley Cross to Slieverue Linear Park ( Local Primary Road L3411)

  • The construction of a section of off-road cycling/walking pathway to connect the Kilmurry lane L7477 to L3411 at the Hartley’s Cross intersection;
  • The construction of a raised table controlled pedestrian/cyclist signalised crossing at Hartley’s Cross, to facilitate crossing L3411 onto the footpath on the western side;
  • The construction of a raised table controlled pedestrian/cyclist signalised crossing on the L3411, at end of the  footpath before St Mary’s parish hall, to facilitate the transition between the shared pedestrian/cycle off- road and on-road infrastructure;
  • Existing footpath on L3411, between proposed controlled signalised crossings, to be widened to 3.0m to provide a shared pedestrian/cycle pathway;
  • Introduction of a reduced speed limit. It is proposed that a speed limit of 30kph will be introduced along L3411, along the section of road delineated as a shared surface, from the proposed controlled signalised crossing at St Mary’s parish hall to the entrance to Slieverue linear park.  (It is noted the changing of the said speed limits will be subject of a separate statutory process and may not be a requirement to execute this process if national speed limit is in place);
  • Fencing and landscaping;
  • Installation of road marking and signage;
  • Accommodation works;
  • All other associated works.

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development will be carried out, may be made

 

The latest date for receipt of submissions on the above scheme is Friday the 25th of October, 2024.

Submissions should be clearly marked “South East Greenway - Southern Connectivity Link - Slieverue to Kilmurry Lane”

 

In accordance with the requirements of Article 120(1)(a) of the Planning and Development Regulations 2001 (as amended) the Planning authority has made a preliminary examination of the nature, size and location of the proposed development.  The authority has concluded that there is no real likelihood of significant effects on the environment arising from the proposed development and a determination has been made that an Environmental Impact Assessment (EIA) is not required. As per Article 120(3) of the Planning and Development Regulations 2001 (as amended), where any person considers that the development proposed to be carried out would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 4 weeks beginning on the date of the publication of this notice apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have a significant effect on the environment.
