This scheme aims to improve infrastructure outside Scoil Mhuire Gan Smál, Graiguenamanagh, with the aim of creating a safer environment for children who walk, wheel, cycle or scoot to school. Minor works are also planned for the other schools in Graiguenamanagh. These proposed interventions are based on survey findings, audits and consultation with parents, children and school staff. The Safe Routes to School (SRTS) Programme launched in March 2021 and was open to all schools in Ireland to apply for active travel funding and delivery. The programme is an initiative of the Department of Transport and supported by the Department of Education. It is operated by the Green-Schools Programme in partnership with the National Transport Authority (NTA) and the local authorities. The interventions described below will be delivered by Kilkenny County Council.
New 1.8m footpath at Fair Green from Upper Main St to Fairview
Junction treatment at Fairview Housing Estate and new dished, uncontrolled crossing on Fair Green from Fairview Housing Estate to new footpath
Widened footpath (3.55m) at Fairview at junction with Fair Green alongside playground
New ramped junction access to Fairview and removal of existing speed ramp
Demarcation of on-street parking at Fairview opposite playground and demarcation of bus-stop outside school entrance
Light segregation pencil bollards and school zone road markings outside Scoil Mhuire Gan Smal and additional school zone markings
Removal of existing pedestrian guard rail to improve accessibility to school
Retention and remarking of existing ramps either side of school entrance
Additional signage and marking to reinforce one-way street on Convent Lane
The entrance lane to the school will become a school street with restricted access, providing the safest possible environment for students to access the school
Pursuant to the provisions of Section 38 of the Road Traffic Act, 1994 as amended by the Public Transport Regulation Act, 2009 (Section 46), Kilkenny County Council gives notice of its intention to carry out works in Graiguenamanagh consisting of the works outlined above. In accordance with the requirements of Article 120(1)(a) of the Planning and Development Regulations 2001 (as amended) and Section 50(1) of the Roads Act 1993 (as amended), the local authority has made a preliminary examination of the nature, size and location of the proposed development. The authority has concluded that there is no real likelihood of significant effects on the environment arising from the proposed development and a determination has been made that an Environmental Impact Assessment (EIA) is not required.
As per Article 120(3) where any person considers that the development proposed to be carried out would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 4 weeks beginning on the date of the publication of this notice apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have a significant effect on the environment.
