Proposed Development: Listerlin Village Improvements 2026
Notice is hereby given, pursuant to the provisions of Part XI of the Planning & Development
Act, 2000 (as amended) and in accordance with the requirements of Part 8 of the Planning & Development Regulations, 2001(as amended) that Kilkenny County Council proposes the development of Village Improvement Works in Listerlin, Co. Kilkenny. The works will consist of the phased construction of:
Phase 1
Flat top traffic calming ramps to all Regional and Local approach roads within the existing regulated speed limit zone
2no. raised pedestrian crossings
Upgrade and relocation of signage and roadmarkings
Modifications to the priority of the existing Inistioge/ Thomastown Road junction
Extension of the existing public footway
Together with all associated ancillary works
Phase 2
Construction of a public carpark with 27no. parking bays
All associated drainage, landscaping and boundary treatment works
The proposal has undergone Appropriate Assessment Screening under the Habitats Directive (92/43/EEC), and the relevant provisions of the Planning and Development Act 2000, as amended, and the Planning and Development Regulations 2001, as amended, and the European Communities (Bird and Natural Habitats) Regulations 2011-2015. Kilkenny County Council has determined that the proposed development, individually or in combination with other plans or projects, would not be likely to have a significant effect on a European site and a Stage 2 Appropriate Assessment (AA) is not required.
In accordance with Section 120(3) of the Planning and Development Regulations (as amended) any person may, within 4 weeks from the date of publication of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.
Plans and particulars of the proposed development will be available for inspection and/or purchase at a fee not exceeding the reasonable cost of making a copy during office hours from 2nd April to 1st of May 2026 inclusive, at: -
At the Municipal District Office of Piltown, Ferrybank Shopping Centre, Ferrybank, Waterford from 9:30 am to 1 pm & 2pm to 4:30 pm, Monday to Friday (excluding weekends and Bank Holidays).
Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made in writing to the undersigned at the address below or online via https://consult.kilkenny.ie

Please note that all submissions will be made available for public viewing on Kilkenny County Council’s consultation website during the plan-making period. Kilkenny County Council will treat all personal data provided as confidential. We will retain your data for no longer than is necessary for the purpose of this plan and in accordance with Kilkenny County Council’s Retention Policy and the relevant Data Protection legislation.
Submissions must be made no later than 4:00 p.m. on Friday, 15th May 2026. Late submissions will not be accepted.
