Pursuant to the provisions of Section 38 of the Road Traffic Act, 1994 as amended by the Public Transport Regulation Act, 2009 (Section 46), Kilkenny County Council gives notice of its intention to carry out works on the Waterford Rd. The purpose of this scheme is to improve the pedestrian and cyclist facilities on the Waterford Road. The current scheme extends from the Nuncio Road roundabout to tie into the existing facilities at the N10 roundabout. The Waterford Road roundabout forms part of a separate scheme; Ring Road Crossing Facilities.
The objectives of the scheme include the following:
To provide a safe and consistent pedestrian and cycle route designed in accordance with best practice and providing the highest feasible level of service.
To accommodate the greatest variety of walking and cycling users possible regardless of age or ability.
To design traffic calming provisions on adjacent roads to reduce excessive speeds.
To maximise the economic benefit of the scheme including health, mode shift, journey time, journey quality and recreational benefit and to minimise scheme cost.
To minimise impacts to environmentally sensitive areas and habitats and to integrate the scheme with the built environment in terms of planning and land use.
To promote active lifestyles by directly or indirectly facilitating links between residential, education, employment, transport, amenity, and sports land uses, institutions, businesses and historical attractions.
The scheme includes the following works:
Provision of single directional segregated cycling facilities. Existing footpaths and associated kerbs are to be retained on each side of the road, subject to a condition review.
A 6m road carriageway is to be implemented between cycle tracks.
Provision of bus bay to serve the Kilkenny School Project N.S.
Provision of raised pedestrian crossing between Springfields and Hollybank Park in place of existing crossing
Provision of raised pedestrian crossing south of Circle K Service Station
Upgrade of roundabout at Bohernatounish/Waterford Rd to include safe cycling facilities and improved pedestrian facilities
Upgrade of roundabout at Nuncio Road roundabout to include safe cycling facilities and improved pedestrian facilities
Junction treatment of all junctions with side roads
Provision of sustainable urban drainage as part of the scheme
In accordance with the requirements of Article 120(1)(a) of the Planning and Development Regulations 2001 (as amended) and Section 50(1) of the Roads Act 1993 (as amended), the local authority has made a preliminary examination of the nature, size and location of the proposed development. The authority has concluded that there is no real likelihood of significant effects on the environment arising from the proposed development and a determination has been made that an Environmental Impact Assessment (EIA) is not required.
As per Article 120(3) where any person considers that the development proposed to be carried out would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 4 weeks beginning on the date of the publication of this notice apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have a significant effect on the environment.
