It must be clearly stated that this submission is considered a preliminary and can only be read and considered as an academic exercise that is totally dependent on the findings of a full SEA Screening Report and AA Screening Report as stated in this submission. This submission may fundamentally change depending on the findings of the Appropriate assessment and SEA screening.

Observations

Social Housing Requirement

 

It is my submission that Kilkenny county council acknowledge the new requirements included in the Urban Regeneration and Housing Act 2015 to apply to Part V to developments of 10+ houses with 10% social housing requirement but that Kilkenny County Council seek to maintain the current 20% requirement for social housing

It is my submission that chapter 5 section 5.1 (b) should be modified to read “… A housing strategy shall therefore provide that as a general policy a specified percentage, not being less than 10% of the land zoned in the development plan for residential use…”

It is my submission that chapter 5 section 5.1 (b) should be modified to read “… A housing strategy shall therefore provide that as a general policy a specified percentage, not being more than 10% of the number of residential units in the development plan for residential use…”

It is my submission that chapter 5 section 5.1 (d) should be modified to delete “The planning Authority may indicate in respect of any residential area that there is no requirement for social/affordable housing in respect of that area, or that a lower percentage than that specified in the housing strategy may instead be required”

It is my submission that housing strategy be updated and published and included in appendix (B) as the figure of 2794 has no source or reference attached.

 

It is my submission that the line “The Housing strategy also identified that there will be a requirement for a greater mix of unit type due to an increase in the number of single persons requiring accommodation”  on page 64 of the Kilkenny City and Environs development plan be retained in full.

It is my submission that Objective 5B be modified to read “to require at least 10% of the land zoned for residential use, or for a mixture of residential and other uses, is made available for the provision of social housing”.

It is my submission that Objective 5B be modified to read “to require 10% of the number of units for residential use, or for a mixture of residential and other uses, is made available for the provision of social housing”.

Kilkenny county council begin to establish a register of vacant sites in the city and its environs, this should be an objective of the city and environs development plan

 

 

 

 

 

 

Size of Housing Units

It is my submission that Kilkenny county council retain its good policy of a minimum floor area 10% above the Sustainable Urban Housing Design Standards for New Apartments.  

 

11.5.1 Apartments – Private and public open space.

 

It is my submission that Kilkenny Council retain the Open space requirements as already set out in the Kilkenny City and Environs Development Plan

 

It is my submission that section 11.5.2 should be retained in full

Rezoning of St Joseph's Rd

  1. Change the zoning objective from “Community Facilities” to “Residential” at St Joseph’s Road Kilkenny City

My observation is that there is currently a very limited amount of open green space for the residents and  my submission is  that the zoning objective should be changed from “community facilities” to a mixture of Active open space (AOS) and passive open space (POS)

It is my observation that the carpark across the road from the Butt’s community is zoned as “community facilities”.  It is my submission that this be rezoned as Residential”.  This would allow for housing to be built on this area as both allow for built development and therefore the change would be relatively minor.

Kilkenny County council’s traffic survey of St Joseph’s Rd of 2013 showed traffic of 892 cars per day using St Joseph’s Rd. It is my submission that rezoning this land to residential will compound the issue.

It is my submission that the  an objective be included in the Kilkenny City and Environs Development Plan to provide green open space within the existing housing estate/community boundary

It is my observation that the land which is zoned as currently residential is currently used as office space and a council facilities. It is my submission that this should be rezoned as Amenity/Green links/Biodiversity conservation and/or AOS or POS

It is my observation that it has been suggested to residents that Green space will be provided for the community behind Connolly Street 

"There is amenity land to the rear of the Butts Houses (as discussed) which is zoned for open space and it is Kilkenny County Councils intention to develop this land as open space / amenity area and improve the links between the Butts houses and this land. This would be a separate project to the development of the new houses, and the timing of this would depend on when that phase of the  Central Access Scheme is being constructed."KCC July 2016

 

It is my submission that an bord Pleanalla have refused planning permission for this project until the Ringroad has been completed therefore this cannot be considered in the short or medium term and there are alternative available in the short term. 

It is also my submission that this development should be assessesd as part of the SEA and AA screening as future plans  for the area are required to be. 

 
 
 

 

 

 

SEA Screening

It is my observation that the SEA screening report does not provide a zoning map of the area, it is my submission that the SEA should include a zoning map of the area provided.

It is my observation that plans have been put forward by Kilkenny council plan to build 21 units in the area proposed to be rezoned, it is my observation that this development has not been incorporated as part of the SEA screening report or the Appropriate Assessment screening report as they are required to be. It is my submission that the appropriate assessment and the screening must assess the plan in combination with all other plans and projects, including the plans for the 20+ housing units) and any further developments as mentioned in previous chapter.
