- Change the zoning objective from “Community Facilities” to “Residential” at St Joseph’s Road Kilkenny City
My observation is that there is currently a very limited amount of open green space for the residents and my submission is that the zoning objective should be changed from “community facilities” to a mixture of Active open space (AOS) and passive open space (POS)
It is my observation that the carpark across the road from the Butt’s community is zoned as “community facilities”. It is my submission that this be rezoned as Residential”. This would allow for housing to be built on this area as both allow for built development and therefore the change would be relatively minor.
Kilkenny County council’s traffic survey of St Joseph’s Rd of 2013 showed traffic of 892 cars per day using St Joseph’s Rd. It is my submission that rezoning this land to residential will compound the issue.
It is my submission that the an objective be included in the Kilkenny City and Environs Development Plan to provide green open space within the existing housing estate/community boundary
It is my observation that the land which is zoned as currently residential is currently used as office space and a council facilities. It is my submission that this should be rezoned as Amenity/Green links/Biodiversity conservation and/or AOS or POS
It is my observation that it has been suggested to residents that Green space will be provided for the community behind Connolly Street
It is my submission that an bord Pleanalla have refused planning permission for this project until the Ringroad has been completed therefore this cannot be considered in the short or medium term and there are alternative available in the short term.
It is also my submission that this development should be assessesd as part of the SEA and AA screening as future plans for the area are required to be.
