Public Consultation Event 

Kilkenny County Council and Carlow County Council would like thank all those who attended the public consultation event on Monday 11th January. It was very successful event and would like to thank you all for your contribution on the night. The presentation on the Draft Joint LAP, update of the Flood Relief Scheme and recording of the Public Consultation Event can be found here.

Submissions/observations will be accepted until 5pm on Monday January 25th. Details of how to make a submission/observation are detailed below. 

PUBLICATION OF DRAFT GRAIGUENAMANAGH-TINNAHINCH DRAFT LOCAL AREA PLAN 

Kilkenny County Council in collaboration with Carlow County Council, have prepared a Joint Local Area Plan for Graiguenamanagh-Tinnahinch, which will shape the future growth of both settlements over the six-year period 2021-2027.  The purpose of the Joint Local Area Plan is to provide a strategic framework for the proper planning and sustainable development of Graiguenamanagh-Tinnahinch,  in the context of the Kilkenny County Development Plan 2014-2020, the Carlow County Development Plan 2015-2021, and the Regional Spatial Economic Strategy (RSES) for the Southern Region.

The Draft Joint Local Area Plan is accompanied by relevant Environmental Reports prepared in accordance with the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (as amended) and Article 6 of the Habitats Directive 92/43/EEC, and is also accompanied by a Strategic Flood Risk Assessment.  Copies of these reports, together with a copy of the Draft Joint Local Area Plan written statement, newspaper notice, and the Council’s Data Privacy Statement, are available to view here on this portal at:

Submissions or observations on the Draft Joint Local Area Plan and accompanying Environmental Reports can be made on this portal, just register for a free account and click on the ‘Make a Submission’ link.                                                                              

A copy of the Draft LAP, the Strategic Environmental Assessment Report, the Appropriate Assessment Report and the Strategic Flood Risk Assessment, may be inspected from Friday 20th of November 2020 – 25th of January 2021 (both dates inclusive) at the following locations:

  • Planning Office, Kilkenny County Council, County Hall, John Street, Kilkenny (by appointment only during normal opening hours as per Covid-19 Guidelines)
  • Planning Office, Carlow County Council, County Buildings, Athy Road, Carlow (by appointment only during normal opening hours as per Covid-19 Guidelines

Submissions or observations may be made:

Submissions or observations can also be made in writing, marked “Draft Joint Local Area Plan”, and sent by post to the following address:

  • The Senior Planner, Planning Department, Kilkenny County Council, County Hall, John Street, Kilkenny or
  • The Senior Planner, Planning Department, Carlow County Council, County Buildings, Athy Road, Carlow.

Submissions or observations received before 5pm on Monday 25th January 2021 will be taken into consideration in deciding upon the Draft Plan.  Children, or groups or associations representing the interests of children, are invited to make submissions or observations in this regard.  Submissions or observations in respect of the Strategic Environmental Assessment (SEA) Screening report, Appropriate Assessment (AA) Screening report and Strategic Flood Risk Assessment (SFRA) may be made to the Planning Authority within the period specified will also be taken into consideration. 

Please note that all submissions will be made available for public viewing along with your name in accordance with the Planning and Development Act 2000 (as amended), on the Council’s consultation website during the plan-making period. Kilkenny and Carlow County Council will treat all personal data you give us as confidential. We will retain your data for no longer than is necessary for the purpose of this LAP and in accordance with each Council’s Retention Policy and the relevant Data Protection legislation.
