The Central Access Scheme (CAS) is not included within this section despite the fact that its construction is well advanced. While the CAS does nothing to enhance the Abbey Creative Quarter, nevertheless it is surprising that consideration of mitigation measures are not addressed as these will have to be incorporated into the proposed developments on both sides of this route.
